The Laws And Structure of Delvera

​The Laws

The Constitution is the supreme law of Delvera. It outlines the structure, roles, and limitations of the national government.

The Writ of Rights is a companion document that enumerates specific civil rights guaranteed to citizens of Delvera, as well as further checks on the power of the national government.

The Cabinet

Delveran government consists of the offices of Consul, President, and Ministers of State, Commerce, Justice, and the Interior, as well as secretaries and executive officers of various departments.

The Consul is head of the executive branch. The Consul is responsible for maintaining and overseeing the confederal government's operations, appointing the Supreme Commander of the Delveran Armed Services and also has the power to create Executive Departments and appoint Ministers to oversee them. 

The President is responsible for presiding over the Chamber of Deputies, which is the legislative branch of Delveran government, and provides leadership over the legal processes of the confederal government.


The Ministers are heads of Executive Departments created by the Consul. They are responsible for carrying out the duties associated with each ministry, and may choose undersecretaries to aid them in these duties. These responsibilities include tasks such as handling diplomatic relations (Ministry of State), overseeing the national treasury (Ministry of Commerce), managing the national infrastructure (Minstry of the Interior), and investigating allegations of criminal activity in government (Ministry of Justice).  All but the Ministry of Justice are currently administered by the Consul.

Consul Callahan was elected on July 10th, 2021 and was sworn in the following day.  This is his 3rd non-consecutive term in office

President

President Pemberton was elected on July 10th, 2020. His former positions in Delvera include Consul, President, Supreme Commander of the Delveran Armed Forces, and Governor of the former Province of Lavrasia, and Deputy of the Province of Ozarkana.

The Provinces

The Grand Republic of Delvera is a confederal republic, with sovereign, united provinces which are bound by the same constitution. Delvera currently has two provinces.

Each province has a Deputy which represents it in the confederal legislative body known as the Chamber of Deputies.

Province of Ozarkana

Ozarkana is the birthplace of the Delveran Constitution and Writ of Rights, and is located in the State of Missouri.  Considered the original province, Ozarkana is rooted in the heart and soul of Delvera.

Province of the Occidian Empire

The Occidian Empire is the northeasternmost province of the Grand Republic.  Founded in 2010 as a union of three  micronations in the American Midwest, this province predates Delvera, and itself constitutes one of the most historically relevant micronational entities in the world, as well as one of the most geographically widespread. 

Other Regions

TerrItories, Dependencies, Colonies, Protectorates, and Military Districts

Non-provincial regions do not have the same voice in national government that provinces have. The different types of regions all have specific guidelines set forth for them in the Constitution, and their structure and dependance on the confederal government varies greatly. Territories are overseen by Provinces. Dependencies are new or unstable micronations which rely on Delvera for protection and assistance for up to six months. Colonies are set up by the Consul or the Chamber of Deputies to utilize resources and persue specified goals. Protectorates and Military Districts are for use within the military, although a protectorate is considered politically and economically autonomous by the Grand Republic.  There are currently no non-provincial regions within Delvera.
